WhatsApp Marketing Dubai: WhatsApp Business API, Broadcasts and Chatbots for UAE Brands
By the PNext team · Updated 20 October 2026
In the UAE, customers would often rather send a WhatsApp message than fill in a form or wait on hold. That makes WhatsApp one of the most effective channels for businesses here, and one of the easiest to get wrong: unsolicited broadcasts get numbers blocked, and slow replies lose sales.
This page explains how we run WhatsApp marketing in Dubai and across the UAE: the WhatsApp Business Platform, opt-in and broadcast rules, chatbot flows that hand over to people, click-to-WhatsApp ads, and how we measure what each conversation is worth.

What is WhatsApp marketing?
WhatsApp marketing is using WhatsApp to reach and serve customers: replying to enquiries, sending updates and offers to people who have opted in, automating common questions with chatbots and running click-to-WhatsApp ads on Facebook and Instagram. For businesses with more than a few agents, it runs on the WhatsApp Business Platform (API) through an approved provider.
WhatsApp Business app vs the WhatsApp Business Platform
| WhatsApp Business app | WhatsApp Business Platform (API) | |
|---|---|---|
| Best for | Small businesses with one or two people replying | Teams, high volumes and automation |
| Users | A few devices on one number | Many agents through a shared inbox |
| Broadcasts | Limited lists | Approved template messages at scale |
| Automation | Basic quick replies and greetings | Chatbots, CRM integration, triggers |
| Cost | Free | Per-message fees from Meta plus the provider’s platform fee |
Opt-in and broadcast rules
- Opt-in first. Meta requires that people agree to receive messages from you on WhatsApp before you send them template messages.
- Templates for outbound messages. Messages you start must use pre-approved templates in one of Meta’s categories, such as marketing or utility.
- The 24-hour window. When a customer messages you, you can reply freely for 24 hours; after that you need a template.
- Quality matters. If many people block or report your messages, Meta can limit your sending.
- UAE data protection. Opt-ins and contact lists should follow the UAE’s Federal Decree-Law No. 45 of 2021 on personal data protection.
How WhatsApp Business pricing works
Since July 2025, Meta charges per delivered template message rather than per conversation, according to its WhatsApp Business Platform pricing page. Rates depend on the template category (marketing, utility or authentication) and the recipient’s country code. Marketing templates are always charged; utility templates are free inside an open 24-hour customer service window; and free-form replies within that window cost nothing.
In practice, this rewards a simple discipline: send marketing messages only to engaged, opted-in customers, and handle service conversations quickly while the window is open.
Chatbot flows that hand over to people
Greet and route
Ask what the customer needs and in which language, Arabic or English.
Answer the common questions
Opening hours, locations, prices where you publish them, order status.
Qualify
Collect the details your team needs, such as budget, area or product.
Hand over to a person
Pass the chat to the right agent with the context, during working hours or with a clear expectation of when someone will reply.
Follow up
Reminders and updates as utility templates, offers only to opted-in customers.
Click-to-WhatsApp ads
Click-to-WhatsApp ads on Facebook and Instagram open a chat instead of a website. For many UAE businesses they generate more conversations than form ads, because customers prefer messaging. The key is staffing: the ad budget should match how many chats your team can answer quickly. Our Meta ads and lead generation pages explain how we run and measure them. Fees, client results and case studies are not shown because we only publish figures we can verify; ask us and we will share relevant examples privately.
